I went to get a rebuild kit for my carb since the float was deciding to stick. Had one heck of a time trying find one because apparently someone put a zenith 13416 carb off of a 180 on to the engine. My question is can I just change the jets or should I find the right carb. It’s been a while since school but it seems like this larger engine would be starving for fuel with this smaller engine carb. It does seem like the rpm range is small but I can’t tell because the alternator was replaced with one that didn’t have the tach cable drive piece. I’ve worked on a lot of ih but this is my first allis of my own. I could pass up the deal.   $3500 for the tractor with a cab and quick attach loader. Any help is sure appreciated.

Welcome to the forum.  Let me address your concerns:
1.  Some 190s came with a Holley carb from the factory.  They were notoriously bad so it is not surprising that yours has a Zenith from a 180. 
2.  Most older 190s have the tach driven off the cam gear.  Later models had them driven off the alternator.
3.  Sounds like you got a good deal.  Don't sweat these little things!

As much gas that will go thru a 180 gas carb I can't imagine it not having enough to
run a 190(LOL)

The 180 carb cannot be changed to make it perform like a true 190XTG G-2800 carb. It will not and cannot flow the same amount of air.  The only negative would be it will never have 90 HP. It might have 70 HP if the RPM's are correct. It will be nicer to operate and less cold blooded than an XT carb. A straight 190 G-2500 gas is a different carb than an XT even tho it looks the same. The venturi is smaller, reducing air flow.
