Ok got a queston. I bought a couple of new rims for my 51 WD. I took the old wheels off with the tires and took them down to the co-op to have the put on the new rims. I took the wheels off by taking the two bolts to the eccentrics off. Anywho now I am putting the new wheels and tires on, what is the best way to go about doing this? I have bolted on the four eccentrics on one side but know I am thinking I cant get the wheel back on like that. Do I have to take the middle "rim" off and lay the wheel down and re-assemble everything like that? And when I get everything back on, should I be able to jack the wheel off the ground and loosen the eccentrics and move my wheel in and out?

loosen the cam bolts, put wheel clamps on one at a time. Keep the outer bolts loose until all are in place. Tighten clamp bolts to the wheel center. Then tighten the cam bolts

Probably several ways to do these.
I take the center wheel off the tractor. Stand the tire and rim up. bolt on one eccentric on to the wheel loose. stand the wheel with the eccentric onto the rail of the rim. bring the second eccentric on to the next rail and move it into position and place the bolt loosely into the eccentric. and then the other two the same way. Tape holds the key in place. Think I have some pictures:

d17 brown do you do that while the wheel is attached to the tractor, or like sugarmaker is doing it?

When you get wheels and tires back on the tractor, can you spin the in and out with the wheel jacked up off the ground or do you have to put the tractor in gear and have the tire on the ground?

 As long as the tire is off the ground and the brake is on or the tractor is in gear, YES!

No. With the tractor jacked up and supported properly, roll the tire and rim into place, then start bolting on the 4 eccentric assemblies leaving them unlocked and loos till all 4 are in place.

I always try to start with the rail with the "locks" on top (12 o'clock). Not only does it set the rim where I want it, but it stops it from moving on the rail. After that, I can slide the next two set two at 3 & 9, then finally, 6. 

When I get them all set in place, I start at 12 and turn the eccentric 1/2 way, then I go across to 6, then 3 and 9. I keep turning them gradually until all are fully turned.

It's messy, but I use a lot of anti-seize on the eccentrics.

I believe you are supposed to tighten the bottom eccentric first the the two side ones and then the top.  At least that is how I was taught and I've never had a problem.  I use a very long breaker bar to tighten them with.

They are designed to use the power of the tractor to adjust them to where you want them.  Hence; Power Adjust.

My reasoning for doing the top first is that it lifts the rim into position. What is the reason for tightening the bottom first?

there is a difference  if the tractor is jacked up or not jacked up

dallas is right....when the tractor is not jacked up, you have the extra resistance of lifting the weight of the tractor. Getting that bottom one first limits the resistance to that only.
Then you will have only the normal resistance of tightening against the rim on the rest.

I can understand that. I always try to get the eccentrics turned (at least) part way before I let the jack down.

According to the manual, and it doesn't specify jacked up or not, you tighten the bottom then 9 and 3 and then the top one.
I've always done it that way and I've never had any problems doing it.  I use a 25" breaker bar on a socket.
