Need help, recently when I started my tractor the 3 point arms raised rapidly all the way to the top even though the lever was in the down position and now they wont budge. prior to that when I started it the would raise slowly to where the lever was set at with a little whining as they rose. Lotsa japanese built tractors have a control valve, just under the seat, that controls speed of descent of the lift arms. If you see a knob, under the seat, I'd check that valve, first. could have a blockage...

The control valve you guys are talking about just controls speed of lowering. If lever is all the way down, control valve should not cause arms to lift. Does your tractor have draft control? That may cause it to lift if not working properly.

There was a linkage broken under the cover so a local machine shop repaired the linkage but now the arms will move by hand but not hydraulically
