Where is a good place to buy front tires for my B? I doubt this will be much of a working tractor. Any suggestions appreciated.

Ebay.  I bought a set of three rib Harvest Kings.  Two tires and tubes shipped to my front door for about $130.  The tires have been great so far.

I see a bunch on ebay 5.00 X 15 w/tubes priced between $115 and $120 a pair
with free shipping.

Just to let you know that if you end up looking for a good front rim, I have one here with an unusable tire on it. 
I don't have a B for it to go on.

Is there going to be a noticeable difference between 4.00x15 and 5.00x15 tires?  5.00x15 seem easier to find. Jim I have two rims for it but thank you anyway.

If I still had my tire shop 4:00x15's would cost you $54.95 each put on the rim. These are Carlisle brand, same as I put on my B last fall.

The 5" tires will probably be taller. Look on line for an Ag tire handbook like from Goodyear Titan tire and it will have detailed dimensions and proper rim dimensions for each tire size they make.

I run well-loved auto tires on the front ends of two of my tractors.  Tall and skinny 15 inch tires are not easy to find at junkyards anymore.  VW bugs had those but those have not been seen at any of my "recycling haunts" in some time.
 
15" donut spares might be good choice.  often free at junkyards.
 
But I'm a cheapskate.

Our Aggen Farm"s first B was a 38 or 39 handcranker with no lights. The front tires were single rib 15'. To be a correct restoration of early Bs you should get a pair from MILLER TIRE.  Several AC B restorers requested that MILLER TIRE begin making real copies  of the original Firestone Single Rib 5.00-15s.  Special for B restorations
    Much to my amazement Miller made it happen. 
    Older Parts Books for Bs  Show Single rib Fronts along with Canvas Covered wood seat backs.    Not the cheapest tire but the most correct.   I own 2 pair and MILLER TIRE really did a great job reproducing these special tires for Bs

I will be 78 this May 28.   I still remember the single rib Tires and the tracks they made in our Chicago Farm  Black loam
Aggen's Farm's first B    Dad 'Elmer"  and Me  "Little Kenny"   This early B had the Single Rib 5.00 - 15  by Firestone Fronts.
