If all has been working OK before. Weather might be the culprit, ice or blockage of some kind around linkage. HTH Tracy

I had to install 'side shields' on my D-14 last week. It channels the rad/engine heat to keep engine parts ,like carb, warm...
Side shields were made from old 'election' signs, plastic, corrugated, 1 nut and bolt holds them on !
Troy's been fine ever since !

Check the gas flow at carb. Drain gas tank and put fresh number 1 gas in tank.

make sure linkage isn't binding up any were.  the person who had my wd45 before me put a nail in the govoner linkage to the carb, it was to long and was hitting the block when the govoner would try to kick in. dt

Is it over reving when you open it up with no load? If it does, more than likely You have broken weights in the gov. DO NOT start it if it does. Get all the pieces out first. Also check the gov. shaft for slack in the bushing. They'll break brand new ones with a worn shaft and bushings.
