180 3 point slow to go down

Had the 180 out this weekend and notice the 3pt would go up just fine, but would come down very slow with the lever.  After turning the tractor off the arms went down like normal.  Is it an issue with the pressure relieve valve or an o-ring in the control?  I checked the oil and it is OK.  Any help will be appreciated.

If you are holding the lift/lower lever CLEAR FORWARD and is slow, I'd guess the Traction Booser plunger is being held in by linkage or plunger is binding.
