I installed a Fram PH 8a oil filter on the tractor when finishing restoration.

It appears to me that the filter drains back into the crankcase after shut down.  Then it has to refill upon restart before the system is pressurized.

Is that the way they are supposed to be or is there an issue with the correct filter or some other leak down issue?

That is the nature of the beast.  I have always used the PH8A on my D15.  No problems so far.

Some filters have better anti drainback valves than others. Switch to a Purolator and see if the problem goes away.
