The PTO on those has a wet clutch that runs in oil.  When there is no load on the PTO, the spinning of the oil is enough to keep the PTO shaft turning when the clutch is disengaged.  It normally will stop if there is an implement attached to the shaft to provide some resistance to turning.  In theory you can grab the PTO shaft with your hand to stop if from turning, but that is not recommended.  I always shut the tractor off when hooking up the PTO.
The Series III had a PTO brake.
If the PTO keeps turning an implement with the clutch disengaged, then something is wrong and repairs are indicated.

Yes RMD is correct. My Father always told me this, and I wondered if he was right. It wasn't until I bought a manual for the tractor that I learned Dad was right all along. I can stop mine by hand if I'm wearing leather work gloves, but it's not advisable. Mine will however, turn some implements, and some it will not.
