Me and a buddy are working on his 190, with hydrolic pto, if we go from the engage position to the neutral position we can stop it by hand, then if we go to the brake position it won't stop and we can't stop it by hand, had the PTO brakes out and they look good put new orings on them and took springs out and made no difference. There is good pressure at brake, but shouldn't we be able to stop it by hand in brake position if we can stop it in the neutral position.

Make sure your connection is good at the lever, have seen the pin shear off so the lever just hits wherever

Connection is all good, here's where were at, with it in brake position we can't stop PTO with hand (but we can in neutral poition) so we loosened pressure line that engages clutch and no pressure there at all, so all we can think is the brake pistons are pushing the clutch forward tight against the gear.

Well we pulled the PTO clutch housing and sure enough, just what we thought, it was pushing the clutch tight against the gear, someone rebuilt clutch in it at some point and there was a snap ring missing at the end of the splines in the clutch housing and didn't have the bushing with holes in it pressed all the way in put it back together and works good now.
