On my 190 while doing some discing the other day the hydraulic levers are really hard to work it's like they are sticking is there some adjustments on them to get them to work alittle bit more freely.

I had to take the fender off a 190 once to get at the lever pivots when I worked at the dealer. I had to use heat to free things up and then disassembled things to slime everything up with grease or oil, but they didn't move at all if I remember right. Of course that was 25 years ago so I might not be remembering right.

It sounds like the levers have rusted onto the pivot shaft. Pull the side cover off and apply some penetrant like PB Blaster while working the levers.

Probably the pivot shaft that the levers are attached to. Lots of WD-40 or your favorite penetrating oil and working the levers back and forth AND side to side to work the oil in. Removal of the console top beauty panel would help too for access.

Ok I spayed PB blaster even though everything on top is free. So I took off the small plat form plate above the hydraulic and noticed that my problem seems to be the pluggers are hanging up on something inside maybe outside. All I know is that there pretty hard to get them to release and it both levers to. Any ideas. Please.

There is another pivot shaft that connects to the spools on the rear of the valve stack. I'd be checking there first. Spools could be soaked down with penetrating oil too.
