Looking for a loader for my tractor and I was contacted through a classified add guy has a international 2000 loader. Full hydraulics. Would I be able to get this mounted on my D-15? He said it was heavy duty. If not what all are my options? Wanting something with heavy duty and hydraulics.

anything is possible.....the loader setup on my D-14 is proof of that.
It's all in the details....
#1. What's the pump configuration ? Outboard, off the front of the engine ? or..off the PTO shaft. The first means LIVE hydraulics, the 2nd means no...
#2. Physically mounting the frame. It WILL need 'bodging', 'tweaking', and a BFH..
#3. Range of motion. Some frames/cylinders have 2 or 3 'adjustments' to get higher lift or more down angle.....
If you were on this side of the 49th, I give you my 140 loader off D-14 #3, it 'might' just bolt on.....

i was told my best option would be a Henry TS500 loader. also believe other good options are kelley 400 and 415 loaders. just having a hard time finding someone selling one locally. First thing i have found is the international 2000 loader but i dont want to buy something that requires modifications or that i wont be happy with.

How much work do you want to do trying to fit the thing on the tractor?  For a direct bolt on with a supplied front mounted pump, the AC 400 loader is your only bet (especially for something fully hydraulic and heavy duty). 
With enough time, scrap metal and playing around, almost any loader can be made to fit.  The limiting factor on your D15 is the hydraulic pump.  It is only 1.5 gpm, not live and not suited for a fully hydraulic loader (operates at a much higher pressure as well), that is why a front mounted pump driven off the crankshaft is your best bet.
