Found these in the oil pan of a 190 gas.  Any ideas on what they came off?

I haven't started it.  It sat for several years before I got a hold of it and the owner wasn't sure of its history.  I figured it was likely part of the governor.  Is that clip one of the ones that holds the weight pin in place?
