I hear flex seal also works good on All-Crop draper drive rollers.

If your steering wheel has gaps or even if there are pieces missing,
PC7 2-part epoxy works very well to fill in.  It has about the same consistency & density as bakelite.
What I've found is that a good day between layers is required for it to cure out.
If too soon, the stuff will gum up whatever tool you're using to shape or file it.

I changed a '40 Chrysler steering wheel from stock 18" diameter down to 16" dia
using a slightly dull, half-round wood rasp to shape the contours.

Took quite a while, but turned out good.
