My d17 I am rebuilding, I took the governer and timing plate off to get the block prepped to take to the machine shop. I noticed when I pulled of the little front cover on the timing cover itself, there is a spring and a lever. the spring has been "tightend" by wiring some of the coils together. Why is this? is the spring worn out or were they trying to make it run faster or?

also unrelated question but do the WD WD45 and D17 all use the same head?

someone wired it together to get more RPM.
