IF your are saying the down force on the hoe and the lifting capacity is not to par , then you need to check hyd pressure as the dipper cylinder when energised should be able to lift the machine - or be able to after lifting machine swing it side to side . also crowd cylinder should be able to pull machine backwards or push it forward 

If good pressure - then you have internal leakage on the cylinder piston .
