No hydraulics

I have an Allis Chalmers 5015 Diesel tractor.  The hydraulics will go down, but they won't go back up.  We have checked the fluid and it is full.  My brother found some small plastic pieces when he drained the fluid out.  He is thinking that these are possibly parts of a gasket?  Can anyone help me out with this please?

Yes we changed the filter, twice now.  Not sure if it has a suction screen.

Could be lots of things. take pressure line off or lossen at rear where it goes into control valve or at the pump and see if pump is pumping oil. If it has good flow then problem is in control valve or top cover. No oil replace pump.
5 different TT-10's,5 TT-18's Terra Tigers,B-10,2 B-207's,B-110,2 B-112's,HB-112,B-210,B-212,HB212,2 Scamp's & Homilite T-10. Still hunting NICE HB-112 & anything Terra Tiger & Trailers for them.
