needing some help on a DD road grader

My company owns what I believe to be 1950-1960 allis chalmers dd road grader(no id plate to verify model just what I have found online and a wiring chart that shows a model dd inside the cab). its has a 262 diesel motor and was sitting for about 4 years full of water due to not being covered up. so far Motor has been rebuilt along with injection pump, injector have been rebuilt, fuel lines cleaned and free of debris. I have the motor at top dead center and the cam and injection pump all timed as well with top dead center. fuel filters have been purged so I have a steady stream of fuel going to injection pump but injection pump barely spits out any fuel to the injectors. any ideas? any information would be greatly appreciated
