Driving down the road today I see one for sale. Sign says $2500 OBO does not run. Looks like it's been under a lean too as it wasn't terrible looking for its age, just a quick look the sprockets weren't shark toothed pads weren't wore off, looked all there, engine oil looked normal black, has cover on exhaust pipe. Has a six way blade, didn't see any obvious welded cracks or anything. But the un knowns.

I guess the first thing to do is take a battery over and see if it cranks over, if the owner lets you.  Sounds like it's just sat for a long time.  A bit high for a machine that doesn't run but fair if it can be made to run easily.

Sometimes it a blessing that someone else got to it first. There’s been a few things I’ve brought, that I wish someone else had gotten to before I did.
