I have an h4 gasser that when you start it it starts at idle speed of which i like. it has an accelerator pedal so I can give it more gas if needed and let off of it to shift. I also have a diesel but its the opposite . it starts wide open and the foot pedal decelerates the motor speed. I would rather the diesel would start at idle speed. how or can I change it or should I. thanks for reading. norm

im not familiar with the H4 but any dozer i have been around with a decelerator has a  hand throttle to set engine speed and the pedal is use decelerate for direction changes, gear changes and obstructions etc.

look to see if the lever has a different position it can go into on the linkage

leverage a different cam action out of the linkage

What Cal said... common standard for tracked machines and some cranes and even a few farm tractors, is to have the pedal setup as 'decellerator'.

That's done because the feet are busy operating other aspects of the machine, the decel pedal is only depressed to momentarily throttle down for a gearbox operation.

I think the governed speed setting would have a 'start' position... but hard to say... I just hold the D pedal down... but yeah, in the cold, it's better to not let it go straight to the sky 'till after the oil is free to move about the cabin...
Ten Amendments, Ten Commandments, and one Golden Rule solve most every problem. Citrus hand-cleaner with Pumice does the rest.

When going to start the HD4 set throttle on left council to desired speed range - then start - fwd/rev lever in neutral and other lever is throttle so adjust to low setting on starting

the lever behind the fwwd/rev lever is not hooked up. not real sure what is suppose to go on it or where it is supposed to be hooked up. thanks to you all

It is the throttle lever , would hook to injection pump or carb on gasser 
On diesel the throttle has a linkage that allows the foot control to decrease engine speed by retarding throttle setting 
 Seems on a gas 2200 it would be the same as engine speed would be constant setting and slowed by foot pedal 
 Always seemed operating a HD4 the pedals were to close and somehow one foot got used to operate either right or left brake but somehow would end up with wrong foot in wrong place when needed
