Low oil level causes aeration, and the foamed-up oil takes more volume than in non-aerated (liquid) state, so it belches it up the pipe.  Moisture exacerbates the circumstance because it goes from a high pressure, to a low pressure, back to a high pressure, then starts to boil, which means the air bubbles are actually steam...  the fluid would have a milky (or curdled-milky) look to it when cool.

Lots of guys deal with chronic low oil level and overflowing tanks, and don't realize that one begets the other in a viscious cycle (ooh... I should'a said Viscous Cycle... but Britain stopped making them back in oh... '55...)

If, when cold, the level is okay, and it foams it up immediately, it could be a pinhole leak in a suction line, or a pump seal that isn't...
Ten Amendments, Ten Commandments, and one Golden Rule solve most every problem. Citrus hand-cleaner with Pumice does the rest.

Had this problem last summer, it was the seal on the shaft behind the pulley, got it at advance auto for $4 bucks, the seal didn't look bad but blew fluid out the breather hole and had lots of air in the system, put new seal in and works like new

Thanks for all the input.  We've had to disassemble this D19D engine three times to finally fine the source of it not maintaining constant oil pressure, which is another issue. I'll follow these ideas this week and let the results be know

The pump does not maintain pressure all the time. Only when you turn steering wheel, then only enough pressure to do the job.        MACK
