On A D10 or d12, where does the Anti-Surge Spring on the carburetor hook to?…I thought on mine it was on the 2nd manifold stud from the front.

I reinstalled it here, but after rebuilding the carb, with the spring in place, it wants to pull the throttle lever forward and won’t let the tractor fully idle down.

I suspect you have it connected to the wrong stud.  From the hole in the rod, it goes up and connects to the nearest stud forward.  Here is a picture of it on my D14.  If you have the 149 engine, it should be much the same.

Yes, that’s how it is on my D14, but different manifolds on the d10 and d12….the nearest stud isn’t a stud on these; they used cap screws on the two lowest manifold holes.

I think you have to go higher up to connect to an actual stud.
