Appears to be an old 11 agricultural unit, been modified to take what appears to be an old Cat blade but with some other mods for lifting. Hydraulics are run off a PTO driven pump at rear.

Don't think the cylnders would have a lot of lift power from their position.

There are actually 2 HD-11's on Craigslist out of Ft Smith, Ark. The one on this post appears to be a late HD-11E or HD-11AG with a "Toolbar Dozer" which is fairly common in AG work. It looks to be a"Turbo" machine which dfates it past the 10,000 seies engine to the 11,000 engine. The other HD-11 appears to be an HD-11S with the AC Hard Nose /Rams Straight Dozer and Rear Rippers. It likely has the 10.000 engine as the steering lever pedestal is dash mounted rather than the more extended version on later Hd-11's. Search Allis Chalmers on the Craigslist site.
