Is there an easy way to check a propane tank regulator?

They measure in inches of water, most gauges will not go that low as regulated pressure is very low.  You may check with a propane distributor in the area if they have equipment to do sdo.

Call your supplier . If you have  a leased tank ..the first stage regulator  is your suppliers  responsiblity . Either way  the  second stage   is your baby .. When i worked in propane , we changed out both , routinely , especially the older one which didnt have the  attachements to do a wc test . Your supplier  will do this for you ..usually very reasonable .
Also , once they touch your system  they now assume liability , so it will be tested for leaks , according to current laws
