I have seen the regular wheels used as duals.  One wheel is spun in against the tractor and the other dual is spun out.  Then two lug bolt holes are enlarged so two lug bolts will fit over them.  Then all but two bolts are removed from the inside dual and then the outside dual is put in place and the six lug bolts are put in place through both wheel centers.

Usually the wheel center fits on the hub pilot tight enough you should be able to mount it with a couple of bolts, then remove them before installing the other wheel. Another way would be to take a couple of long lugbolts and  cut the heads off of them, (grind a couple of flats on them to get a wrench or socket on) and use them as pilots to help line the holes up when putting on the second wheel. Remove and replace with regular bolts when the other 6 are in. With no pilot diameter for the second wheel, I'd want all 8 bolts holding it on if it is a working tractor.
