I just got a new toy a 37 WC, the price was right (you bet a SFW is going on this one too.) It's doing the idle to fast run. tried bending the gov shaft to the carb linkage and adjust the throttle no luck. (I set my wd and c & ca to correct running.) I haven't tore in to it yet. I don't have a unstyled gov unit to swap out. Would a wd gov bolt in? In the parts book the styled and unstyled govs have different front bearing set up. What do ya think would cause the gov to do this?

Don't quite understand the problem. Idel speed should be adjusted on carb.   MACK

Mack on these, the gov needs to be set by bending the L shaped gov rod to just meet the carb rod. I have done this and ajusted the throttle linkage at the steering post many times with no luck. The carb ajustments are just fine. Trying to figure out what's up with the gov.

Bill, Can you unhook the gov rod to the carb and get it to idle by hand? If not then your problem is in the carb. If you can't you may check the linkage from the thottle lever and make sure that it is asking the governor to idle completely down.

Bill didnt tell it right  yes we set the throlld carb to govenor rods  but when you pull the throlld lever all the way back to idle and let go of it the govenor ovrer rides the setting and goes back to governed speed

To adjust governor linkage, place the throttle hand lever in the full speed position. Hold the carburetor throttle valve wide open and set rod to 1/16 inch short of the hole.

When working right the governor closes the carburetor. When idling the governor should hold the throttle plate closed against the stop screw on the back.  It takes the strength of the governor spring to pull the governor off idle buy moving the throttle hand control.
 
To say that (the governor overrides setting and goes back to governored speed) is to not understand how the governor works.
 
When at idle the governor needs to put closing pressure on the linkage to hold the engine at idle against the idle stop  screw.

There is the possibility the governor spring doesn't have a "plunger" inside it which actually assures complete idle down speed.

The gov. works the same as the last 170 gas ever built. The slug in the gov. spring has one perpose, that is to over ride the gov. and push the carb. shaft back to idle. If it don't stay at idle it is because the hand linkage does not push the gov. lever far enough forward to keep it at idle.
 Bending the linkage only adjust the link between the gov. and carb. to keep it from over reving down hill or to take the slack out between gov. and carb. Nothing to do with idle.   MACK

Hey guys this is how I set the gov. This is out of my WC, WF, RC service manual.
PP 35 & 36.   To adjust the governor linkage, place the lever in ther full speeed position. Hold the carburetor throttle valve wide open. The link rod should just reach between the cross shaft arm and carburetor valve arm, or at most be 1/16" too long. If the speed is too high, let the throttle rod out of the hand lever at the quadrant, reducing the spring tension on the governor.  The cross shaft arm must be bent to secure proper link rod adjustment. Use care not to twist the cross shaft and cause binding in the linkage.
 
I have done this, and when I just move the throttle 1 notch from idle speed it still jumps to 1/2 to 3/4 throttle speed. I tried ajusting the throttle quadrant to no avail
 
What type of intrernal gov problem would do this..

I had a WD45 that acted like that,it ate the governor weights.

It just means that the governor is not holding the throttle shaft back until you have the governor spring pulling it open.
Could be that some one put the wrong repair kit in the carburetor that had the wrong length arm.  Or someone installed the wrong link from the carburetor to the cross over arm. 
 
The governor is an rpm limiter. The rpm's should not get higher than the tension on the governor spring. 
 
It sounds like when you have the throttle hand lever closed that you are manually holding the throttle plate back against the stop screw instead of the governors spinning weights holding it back against the stop screw.
 
You can compensate  for this by trial and error when bending the cross over arm to put push back pressure on the linkage from the crossover arm with the throttle hand controll cracked to where  now the rpm's speed up.

Dick I think I have might have figured out. The previous owner made a new throttle quadrant rod to the gov and it's too short. there is no ajustment left. and the gov spring is pulled too strong. I don't have a orignal to come pare with. I measured the rod and it's 71 1/2" long. when pulled snug by hand hooked to the gov it is about 3/4" befor the center  of the quadrand casting on the steering post. all my other tractors have about 2" extra inches past the center of tha casting.

A strong spring would give you a higher top end rpm. It should not have anything to do with your problem unless size ways it just didn't fit and interfered with the cross arm movement.
