The lift arms on my WD45 lift and lower fine without a load on them, but with my 3 bottom SC plow it will barely lift the plow off the ground, I mean the bottoms are still skimming the ground. The pump is set the way it says in the plow manual and on the battery box decal, and it is full of oil. It used to lift this plow easily but I haven't had it on the tractor for a few years.

We tried lifting the plow with the forklift and the tractor tries to hold it up but the plow slowly falls to the position not quite on the ground. If you move the lever down the plow drops and when you put it back up it tries to lift  but it barely moves it.

 
I have a pump off of a WD that was working fine should I change the pump from the 45 or is there something else I should try first?

Sounds like it needs some shims in unloading valve.  While it is apart put new orings and check ball springs in.
  Put a 5000lb gauge in remote cuppler and check pressure.   MACK
