I just finished putting back together my 39 B after painting just got it running tonight and the governor is now flipping the throttle open and shut when the throttle open but it sounds and run greats at low idle, its a different governor then what was on it originally because the other one we don't think was quite right when starting. Does anyone have a clue what we could do to fix this?

to set the governor.... open the throttle wide open.... there is an arm behind the radiator that goes from the governor  right side to left side of the engine... pull the pin connecting that rod to the carburetor rod..... pull the carburetor rod wide open all the way toward the radiator... see that the "PIN" lines up to connect the governor rod to the carb rod... you might have to BEND one of the arms a little to get the right fit..

there might be a spring on the carburetor rod that is connected to an intake manofold bolt... that is an ANTI SURGE spring to keep the carb from hunting... The carb and governor have to be set EXACTLY RIGHT to eliminate that spring.. Normally that does not happen and the spring is the FIX.
