When the power steering works pretty good when turning to the right, and works very poorly when turning to the left, the problem is a sheared pin that connects the steering hydraulic cylinder rod to the rack gear inside the front support under the radiator. The p/n from AGCO is 70231495 for the latest design pin. If it is an earlier D-17 the pin is smaller diameter and p/n is 70230299.  After all these decades, I can still count on one hand how many of these I've seen sheared off.

Excellent note, thank you for installing it onto the forum for anyone who eventually sees this situation arise (perhaps someday, that person will be me?)
