Have you owned the tractor long?? That's kind of the way they are under 1700 RPM. They are only 200 cubic inches. You might check the injection pump timing and consider setting it at 16 degrees BTDC instead of 18 degrees BTDC.

also check boost pressure, it may have a boost leak, plug fallen out, blown intake hose or gasket, or simply a bad turbo.

This is a very small turbo for 200 cubic inch and builds up to nearly 30 #  Cant do much better than that for around 100 Hp - suggest checking the things Doc and Ed  stated. Also performance issued could be as simple as fuel restriction. One can unscrew the bleed screw at the back of the pump in the center of the 4 outlet lines at an idle and fuel should still come out w/o killing the engine. IF the engine dies there is probably a supply issue.

Below 1500 rpm, they will fall on their face, but over 1500 you will not stop it.  No engine likes to be lugged, just open up the throttle more and you will be good.

Keep in mind, even though they were rated at 83 hp from the factory, most crank out more than that.  Mine dynos at 112 hp.  If you need more than that, buy a bigger tractor.

The tractor is what it is!!!  I have seen so many tractors with a rod thru the block!
How does that happen?
BY LUGGING!!!!!!!!!!!!!!!!!!!!!!!
If your working at 75% power or more and the rpm rises more than 150 when u put the clutch in and stop you are likely overloading the tractor, use the next lower gear at the same power setting !!!!!

Most of these old girls are 40+ years old, dont torture them.
you want a tractor you can lug all day buy a versatile 855
or a white 2-135 or 2-155 with more cu inches but still overloading
never does any of them any favors......
I have never blown any tractor  in 30 years of farming.
i own 4 6080s and they are irreplaceable for the jobs they do year in and year out
and dont try carrying 2 round bales with a loader and expect the axle or spindles not to break!
merry christmas!
