Is this front wheel on a WC something from Allis or just some will fit wheel that was installed sometime in the last 70 years

I believe it is aftermarket. Targeted for McCormick-Deering / international. The 3 bolt hub cap is used on F20 and 10-20 tractors. Hs and Ms too. Probably for steel to rubber conversion.

I thought it was made by F H, but don't have confirmation

That is a French & Hecht 'convertible' wheel.  It could be used with a narrow steel bladed rim, a larger round flat rim, a Dayton type wheel rim with wedge clamps, or a rim with a tab-type clamp.  They could also be used on towed implements with a bolted-on ring gear, but I've never seen that derangement.

These are most frequently found on steel-wheel green tractors, and red tractors all of vintage prior to 1939 or so.  I believe these wheels came out of the F&H foundry in Davenport, Iowa, and were probably shipped just across the railroad deck of the Government Bridge to the IH and JD facilities in Moline.
