I had a brake band bust on my CA, and it looks like the spot welds failed. When I bought the CA that brake band was oil soaked and I just replaced the band a few years ago, and now it has broken. The oil leak was fixed at that time. I bought a new band recently to fix it and when adjusting it, it is locking up the wheel when going in reverse no matter how it is adjusted. It is the left side and the brake drum is original to the tractor and doesn't look overly bad. It appears that the brake drum has play both laterally and vertically. Any ideas as to the cause? Would all the play cause it to lock up when going in reverse?

The brake drum is pressed onto the axle and held with a keyway. For what you describe, the axle has too much play in the bearings. Why? Pull the wheel and axle end cover to visually inspect the tapered axle end bearing. Another possibility is broken axle flopping around the final casting. If on hand brake side - catastrophic failure in unit may be cause of problem.
You need to inspect the assembly to find answers.
