Can you zoom out for a better shot? The entire hydraulic valve body is in front of the brake assembly.

My best guess is someone removed the hyd pto clutch from the torque tube and capped off the lines from the pto valve.

Is it possible my tractor had a hydraulic pto at some time? It has a decal on the side of the counsel for the PTO but no lever it has the pull knob on the floor

The valve is there. So, they removed the lever.

Is it possible my tractor has both types of PTO? If so why would they disable the hydraulic pto?

For simplicity's sake, it is not possible to have both. You have 1 or the other. If you still had the hyd pto clutch, your pto would not work because there is no hyd pressure to engage it, regardless of moving the knob by the platform.
The hyd pto enables the operator to engage and disengage the pto independently of the foot clutch. It is not live PTO, because you don't have to use the foot clutch to engange it. And its not really independent PTO because in an emergency, the operator can use his reflex to slam in the clutch pedal to stop all powered motion. I might label it as semi-independent pto??

You would have to ask the previous owner why they disabled it. Only they would know.
