Got a 7000 running yesterday for a relative that had been sitting for 3-5 years, fuel in tank and injection pump was foul smelling “ yellow syrup” . Once it was running had to add oil in top of hydraulic pump to prime it, and when it was shut off it will not prime, I noticed hydraulic oil was full but foamy, and I’m suspecting that the hose from the 1.25” steel line to pump is dry rotted with a pin hole. Once we got the pump primed to steer and shift it still wouldn’t raise the 3 point.

I guess I would pull the filters and make sure to check the suction screens?  I was told the other day by Dr Allis to use Agco filters and not wix?

Model 7000 (not 7010 or larger) uses one filter and it should be an AGCO filter. Engine must be revved up to 1500 RPM or better for the three point to raise and that is normal. Replace drive shaft seal on the nose of the hydraulic pump......they sometimes suck air thru that seal.
