Hey fellow orange bloods

Quick question on. My wd45. My throttle quadrant is pretty Much low mid throttle at idle and pretty much at full throttle within 1/4 quadrant and need to hold all the way down as it won’t stay down at lower quadrant. it’s funny as in neutral it’s low mid or basically a medium idle if I put it in gear it will automatically go to what I believe is the appropriate stock low idle.

I did Dr Allis’ Governor/ throttle rod check (engine off throttle full) and it appeared to be lined up with the carb lever perfectly. Any other suggestions. WD style Spring from linkage to tank holder makes no difference whether on or off I tried both ways just for poops and giggles.

Lastly this is most concerning but again I’ve only owned Bs and Cs and never had this issue. Noticed it the other day riding around the homestead and open road for a bit to stretch her legs after the long winter.
I have noticed that while trying to get her warm and putting her under load with no implements or work to do I was riding up a steep hill in 2nd then in 3rd and I never noticed the governor activate or heard her bark at all. Usually with my B or C when I used to break in rebuilt motors or seat new rings I would drive them under load for a while (3rd gear steep hills) to reseat the rings and I can always hear what I call the “motor barking” when she’s under Load. Running a C in 3rd on a steep road in low rpm she would really start barking and I knew the Governor was kicking in to maintain rpm/power/speed. This Wd45 isn’t Doing this and a few times I was able to just drive and the RPM would get lower and lower till ready to stall and I would have to Increase to full throttle as I pretty much only have low and full Throttle.

Suggestions and advice greatly appreciated. She’s a toy tractor and I use to tow a 8ft trailer with firewood and hoping to plow or disc this Hearn with it but want to address this issue.

Welcome,
 My first guess is the throttle linkage system. check all joints for slop and wear. It needs that large return spring under the tank to operate properly.
