conventional, non mag ignition, set the static timing with the F on flywheel, right? oddly enough, this bit of info is not in the ops man

No! Static timing on any engine be it tractor, truck or car is at TDC. On the Allis engines the F will be in the center inspection hole when running wide open with a timing light. I know that you already know that it is TDC on the compression stroke.
It would also be the same as I just posted for the G where the points need to be closed just ready to open.
