if your a/c drain hoses are plugged, it will rain on you in the cab too!

I have used 3/4x1/2" house weather striping as a seal around the panel and it works well if you clean down to metal and paint before applying. for the bolts I used new washers and out of a innertube I cut out rubber washers to go underneath the flat washers. no leaks even in very heavy rain. silicone would work but not for the long term. you have to get up there to blow out your evaporator every 6 months... I did one like this 10 years ago and it still is tight.

Check your A/C drain hoses. Yes, they will leak into the cab and make you miserable. Looks like you have enough good advice here already. Good luck.

Yup check that drain hose on a cold morning. Typically it will be a mud wasp has moved into the hose guess it is a perfect place for them to make a home. But you don't want to find that out by blowing in the hose and getting a wasp in your mouth.
