615 backhoe no start

allis 615 diesel backhoe. Shut down a week ago when it died as I parked it. Im pretty sure it ran out of fuel.
Today I refused, got diesel to injector pump but no fuel past it. Ignition wire on top of pump got hot and melted.. Ut doesn't appear to be shorted, but sparks pretty hard when reconnected and key is on. Any ideas?

put aohm meter on it if it reads 0 it is a dead short. There are two wires on the top of the solenid one is ground the other is power
