Are they a timed blade ? Gearbox type so blades do not rotate freely .
Check spindle location if not to be sure clearance is between blades, also position that blades turn true to spindle with both blades the same height as they turn .
bad bearings , bent shaft, bent deck, spindle shimmed wrong or loose mounting.
Set up on solid surface and measure blade height as they swing arc, deck height should be slightly lower in front than rear, but same in front and side (90deg from fwd) .

it's a shaft drive to the  deck, but the blades are belt driven , arbors seem tight no obvious signs of out of place or bent. i did have a broken blade mounting plate, i bought new and haven't tried it yet, will do today.
