Ya might be able to adapt a universal belt drive governor to fit. Old Gravely walk behinds hadda pretty good one, IIRR...

My friend has a Ford CL40 loader from the late 70's or early 80's we believe. It's missing the governor. He said it's a belt driven governor. Any ideas where a salvage yard for something like this would be? Thanks!
